It is imperative that the levy money is spent on developing the attractions and general upkeep and cleanliness of the resort. In order to lever more overnight stays rather than discourage people. The upgrades would benefit local people as well and should help to boost employment opportunities.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.

The register of who pays must be implemented to be fair. The amount if the levy needs to be a under £2 otherwise it will impact negatively as either people won’t visit or us as owners will have to discount accordingly- which just makes another tax for us.

More people taking day visits, more traffic on the road and more litter left behind.
As I said before it is another tax and as owners of accommodation there is a cap as to what we can charge for our rooms. Owners will then have less money to invest in upgrades etc.
Ensuring that potential visitors understand what the levy is, what it is for and that it is nominal in the scheme of things
Visitors will expect higher standards compared to places not charging so the money will need to be spent effectively and efficiently and demonstrate positive impact on the resort.

I think it has to be looked at locally
There is a danger that the administration of the levy will actually be higher than what is collected.
The powers to make subordinate legislation are set out in Part 1: Chapter 5 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf).
The Welsh Government has also set out its statement of policy intent for subordinate legislation (https://business.senedd.wales/documents/s155951/Statement%20of%20Policy%20Intent.pdf).

If it going ahead then it needs to be planned properly and the register needs to be in place first.
